Government’s new guideline for lockdown 3.0

 

The government today ordered the lockdown, which ends on May 4, to be extended by two weeks after May 4, 2020, in view of the growing threat of the Koro crisis. However, this time the government has given concessions on a number of activities and the Home Department in a press release issued a circular stating which activities in which areas have been sanctioned.

1. In view of the current situation of Corona Crisis in the country and the control of Corona in the country due to lockdown, the Department of Home Affairs, Government of India under the Disaster Management Act 2005 has today ordered to extend the lockdown for 2 weeks after 4 May 2020.

In addition, the Home Department has issued guidelines for the regulation of various activities during this time. These guidelines are determined by the Red Zone, Orange Zone and Green Zone classified in the country. Districts that fall into the Orange and Green Zones are given a lot of exemptions.

2. The Ministry of Health and Family Welfare provided detailed information on how the Red, Green and Orange Zones have been determined in a letter released on April 30.

Districts that have not reported a single case so far or have not had a single positive case in the last 21 days have been placed in the green zone.

Statistics such as total active cases, positive case doubling time, testing and surveillance will be taken into consideration while determining the red zone districts.

Districts not classified into both Red and Green will be placed in the Orange Zone.

The list of districts classified as follows will be handed over to the States and Union Territories every week by the Ministry of Health and Family Welfare. The state governments can increase the number of districts in the red zone as per their requirement but the Center cannot reduce the number of districts in the red zone.

3. In the districts of the country where the Municipal Corporations are located, due to high population and density, the number of cases in the areas of the Municipal Corporations is high and low. The districts are now divided into 2 parts. If no new case has been reported in the last 21 days in the area outside the municipality, the area will be reduced one level. I.e. will make it from red to orange or from orange to green zone. But case-wise restrictions will apply in the municipal area. This arrangement is made only for the districts having a corporation.

4. Regions in which the transmission of corona is very high are declared as contaminated zones. The contaminated zone will determine the administration of its district from the statistics of active cases, how many places have been spread and how fast. It is imperative that the authorities in the area keep a close eye on all the patients’ symptoms, their condition, suspected cases, home quarantine, how many patients they have met, etc. 100% of the people in these regions have downloaded the Health Bridge app and it is the responsibility of the local bodies to ensure that people do not go out except for health or necessities of life.

5. Air, rail travel, interstate road travel, schools, colleges, educational institutions, hotels, restaurants, cinema halls, malls, gyms, sports complexes, social, cultural, political, religious gatherings in any zone of the country Red, Orange, Green, Facilities like places of worship will be closed. It is possible to travel after obtaining special approval for reasons that fall within the government’s guidelines.

6. No one is allowed to go out of the house from 7 pm to 7 am unless absolutely necessary. For this, the local body will have to take steps like section 144. Older people over 65, children younger than 10, pregnant women must stay home and not go out without health reasons. Hospitals will continue to operate in the country except in the contaminated zone where social distance must be observed.

7. Some activities are prohibited in the red zone such as converting rickshaws, taxis, inter-district and inter-state buses, barber shops, spas, salons etc.

8. For some permitted activities in the red zone, in addition to the driver in the vehicle, 2 persons, only one driver on 2 wheeler has given the same consent. Special Economic Zones, Industrial Estates etc. have been agreed. In addition, there is an agreement to continue production of essential items, medical items, continuous production units, production of IT equipment, linen industry, packaging material. Consent to continue construction of sites and renewable energy resources is also not consent to call in labor from outside.

Mall shops are not allowed to continue but single shops are allowed to continue. E-commerce will now be able to supply the necessities of life. Private offices will be able to run with 33% staff. However government offices include Defense and Security services, Health and Family Welfare, Police, Prisons, Home Guards, Civil Defense, Fire and EmergencyServices, Disaster management and related services, National Informatics Center (NIC), Customs, Food Corporation of India (FCI). , National Cadet Corps (NCC), Nehru Yuvak Kendra (NYK) and Municipal services will be run with 100% staff. In services other than this the office will be run with a capacity of 33% for staff below the Deputy Secretary.

9. MNREGA, food processing, production of bricks, all shops except malls, all kinds of agricultural activities such as seeds, tillage, sales, fish industry, animal husbandry etc. will continue in rural areas in the red zone.

All health services, transfer of patients by air ambulance, financial institutions such as banks, NBFCs, insurance, credit cooperatives, capital markets, etc. have been given full consent. Centers for children, old people, women, widows etc., Anganwadi etc. will also be open.

In addition, electricity, water, sanitation, waste disposal, telecommunications, internet, etc. will be fully operational.

10. Even in the Red Zone all types of services provided by self employed persons except print and electronic media, IT services, data and call centers, cold storage, warehousing, private security, facility management and barber are allowed to continue.

11. In addition to all the activities that can take place in the Red Zone in the Orange Zone, permission will be given for taxi service in vehicles with 1 driver and 2 passengers. Permission will be granted to travel to any inter-district for valid activities. Only 2 passengers in addition to the driver will be allowed in the car and two wheelers will have permission for the driver and one person sitting in the back.

12. All activities in the Green Zone will be permitted but cannot be carried out in activities that are currently banned across the country. Buses in these regions will be able to return with their 50% seating capacity and bus depots will also be able to operate at 50% capacity.

13. All freight is consented to. No state or union territory will stop the movement of goods between states. No pass is required for this.

14. All other activities will be considered as consent activities. However, in view of the Corona’s transition, the State Government and the Union Territories may control the agreed activity in their own way if they feel the need.

15. No new permission will be required from the authorities for the activities agreed upon in the guidelines given before 3rd May. Special Operating Activities of the Department of Home Affairs Protocols (SOPs).

16. States and Union Territories are instructed to strictly implement these lockdown guidelines. These guidelines are provided under the Disaster Management Act 2005. It should not be violated in any way.
